Templates are viewable now, but the Fork action stays disabled until counsel approves the template license split (Apache-2.0 spec/fixtures; Vultax copyright for editorial text).
No inherited performance, ranking, or “official” status transfers with a fork — a fork starts private under a new strategy ID and must be re-validated and backtested.
